When the Snow Lets Go in Bloomer
Spring is the hard season, and hard in a specific way up here. Bloomer’s water arrives from three directions at once: down the creek, up from a dam-held pool, and sideways across frozen ground.
A Creek and a Millpond in the Middle of Town
Duncan Creek has been part of Bloomer’s story since an 1848 mill site started the place, and the municipal dam that created Lake Como was completed in 1856. It was modified in 1909 and again in 2004, one 170-year-old structure still demanding attention.
The pool behind that dam sits wherever somebody sets it. Lake Como covers 98 acres and runs shallow, and the level it holds governs the groundwater under Bloomer’s surrounding blocks. Shoreline basements are not fighting last night’s rain. They are fighting a number on a dam operator’s chart.
Around 2000 the city weighed removing it entirely, pricing out repair, a high-hazard flood upgrade, and a free-flowing trout stream. Trout Unlimited argued for removal; Bloomer kept its dam. That debate put on record how completely this impoundment governs local water behavior.
Melt Over Frozen Ground
Snow sits on the ground here more than three months in a normal winter, and the soil underneath freezes deep. Wisconsin’s building code assumes exactly that: SPS 321.16 puts footings at least 48 inches down, below the frost line, which is also where a drain tile system has to live.
When the pack lets go over a few warm March weeks, that water meets ground that cannot take a drop. It travels sideways and against foundation walls while the water table climbs to meet it. A Bloomer basement bone dry in August starts weeping in melt week two.
Duncan Creek carries real energy in those weeks. On April 18, 2019 the privately owned Tilden Millpond dam downstream partially failed when high flows broke off its deteriorating spillway cap, flooding a campground with roughly 50 campers on site. The creek that did that is the same creek saturating soil next to Bloomer’s basements.

Bloomer’s Lake Como shoreline is a different animal. Those homes ring a dam-controlled pool, so the water table beside them stays high year-round instead of spiking after storms. Sealing a wall there without giving the water somewhere to go just relocates the pressure.
North of the lake, in the newer large-lot homes of Duncan Creek Estates, basements were excavated close to lake level from the start. Newer concrete, better backfill, same groundwater. From a 1900s frame house downtown to a 2000s walkout on the north shore, the mechanism picks the fix, not the age of the house.
Stopping Water Before It Reaches the Floor
Two honest ways exist to handle groundwater: give it a path it likes better than your floor, or intercept it before it arrives. Most Bloomer jobs use both.
Interior Drainage Built for Melt Season
Interior drain tile is the workhorse. A channel opens inside the footing, perforated pipe beds in washed stone, and water that used to push through the wall or up at the cove joint gets collected below the slab and pumped out.

Stone and block do not leak the way poured concrete leaks. Water finds a dozen mortar joints at once, so you get a damp band around the whole room rather than one clean crack. Chasing individual joints in a rubble wall is a game the wall wins.
So the work goes to the floor line: collect what the wall admits, route it, pump it out, and leave a century-old wall doing the job it has done since the mill era. Repointing happens only where mortar has failed, with mix matched to the original hardness.

A sump system gets judged on its worst day, and in Bloomer the worst days cluster: a fast melt, a spring storm on saturated ground, a power flicker during either. Basin, pump, and check valve get sized for sustained flow, not a trickle.
